The Richland County Council recognizes the importance of the conservation of natural resources to enhance the quality of life for the citizens of the county and promote economic development and tourism. The Council created Richland County Conservation Commission in 1998 to:
- Promote the conservation of natural resources
- Identify and promote the development and preservation of historical resources
- Promote passive outdoor nature-based recreation
- Encourage and promote tourism emphasizing natural, cultural, and historical resources in Richland County
- Assist in coordinating activities of volunteers, organizations, and business and governmental agencies interested in the conservation of natural, cultural, and historical resources
- Encourage such activities as may be necessary or advisable to acquire, preserve, develop, and promote natural, cultural, and historical resources in Richland County
- Prepare and submit to the Richland County Council for consideration a proposed list of significant natural, cultural, and historical resources to be protected
- Recommend to the County Council resources and properties which should be identified, acquired, leased, preserved, protected, or developed
Investigate, coordinate, and undertake such other projects as may be assigned to the Commission by the Richland County Council from time to time

The Richland County Cultural Heritage Inventory Management System and Dynamic Website Directory project was initiated by the Richland County Conservation Commission (RCCC) in 2009. Phase I of the project included building an online inventory of known historic properties in Richland County SC and a public website to search, view, and print information about historic properties.
The inventory managment system was built using HeritageExplorer, an online application developed by Heritage Area Resources. Rita Robinette, Heritage Area Resources chief consultant, designed and developed the dynamic website and customized HeritageExplorer.
Project Goals:
The overarching goals of the project are to 1) educate the county’s citizens to the historical resources present; 2) help preserve the quality of life, heritage, and culture of Richland County and 3) advance heritage tourism as an economic development tool.
This project creates an important link to the past which will enrich the lives of county citizens and visitors while helping to preserve our sense of place. It will also increase awareness of these “treasures” and serve as a stimulus for heritage tourism development and marketing.
Further, the Richland County Cultural Heritage Inventory will allow the evaluation of what the county has to offer to anyone who wants to learn about the county\'s history and fulfill several of the goals outlined in the Richland County Comprehensive Plan, Cultural Resources Element:
- Disseminate information on the county’s cultural heritage assets to area residents, students, and visitors to promote awareness, enhancement, and protection of the cultural resources in Richland County in order to enhance the appeal and character of the community and promote a higher quality of life for all residents
- Continually update and evaluate Richland County’s heritage assets in an effort to identify and nominate historic properties for listing on the National Register of Historic Places
- Encourage public investment in cultural preservation projects
